DORA, or the Digital Operational Resilience Act, is an EU regulation designed to strengthen cybersecurity and operational resilience in the financial sector. It helps financial institutions, and certain technology providers supporting them, improve their ability to prevent, detect, respond to, and recover from cyber incidents while maintaining business continuity and reducing operational risk.

DORA became fully applicable across all EU member states on January 17, 2025. From that date, financial institutions must comply with requirements covering risk management, incident reporting, resilience testing, third-party risk management, and operational continuity across digital environments.
